Just hanging out doesn't tell her anything. You have to verbalize your feelings. Actually tell her you like her if it seems that she's not catching any of the hints.

And when the moment fits, just say you need to tell her somthing.. it will most likely be fucking awkward for both of you, but if she like you she wont let you sit there and feel stupid for long. Just say that you have liked her for a long time.. or somthing..

Best scenario: She like you to, you kiss and BOOF, happy ending.

Worst scenario: she doesn't like you, and the whole situation will be fucking embarresing.. anyway, you was a real man, you told her you liked her, you did great. If this happens, you may consider to go home.. (if you are at her place, or somthing)

Romantic; A romantic movie, take her on a walk to some nice place or somthing.. Don't have to make it to romantic.. as long as it's only you and her, and you do somthing nice :)
