actually it is 1/10000. there's a 1/100 chance of a two-digit number being rolled. 23 and 32 both have a 1/100 chance of being selected, but they're different numbers. Imagine it as if he'd rolled four and got 8686, which is 1/1000 chance, but it had been split in to two rolls of 2. 1/100 * 1/100 = 1/10000
it depends on your point of view. It could be argued that rolling 86 twice, is yes, 1/10000, but the chances of rolling a 2 digit number, and then rolling the same number a second time would only be 1/100. Since the guy was not trying to get 86 the first time (or the 2nd time for that matter) it was only a 1/100 chance.
