Well she is a wolf, so being naked doesn't bother her, it does bother Lawrence though.
You don't actually see her naked n the show very often, and when you do, it isn't sexual or provacative, just sort of there, Holo treats it as if it were normal and Lawrence gets used to it after a while too.

Make sure you watch the english dub, makes more sense.
