It's from an internet flash game called Pandemic. You're trying to spread a virus and contaminate the world, but Madagascar always fucking closes all its ports before you can contaminate it, so you would usually end up losing the game. The black guy is the president, or leader, of Madagascar. It's fucking ridiculous.
