Water != H2O. When you refer to water you mean a mix of all sorts of molecules. Thinking Water == H2O is like thinking vodka is C2H5OH.
If you mean chemical pure H2O you say H2O. (same as with any other chemical).

Liquid water is still H20 combined together. HOWEVER, a salt such as NaCl in water breaks down into Na+ and Cl-. Both ions are already stable due to the ionic bond and electron transfer.

These two ions, however, are charged. This charge allows electricity to pass through the water.

Pure water, with no salts, will not conduct.
