The organisation of the colour palette in MS Paint is what op is referring to, you have two rows. One row is a colour, the corresponding box above it is what that same colour would like in the shade. It took me a minute to understand.

The true reason for that color arrangement is way more complicated.

It begins with original Mac Paint, travels via ZSoft Corp. PC Paintbrush and ends with Windows 2.0.3: Eight basic colors with dithering.
