It's both dude. They're a memes, just as trolljunkusa described, and ragefaces. They started from and are still used in ragecomics; however, they're used as memes. When you post, say, Me gusta face or the classic rage face in the comment section, it's being used as a meme. When it's used in a comic it becomes a rage comic (assuming you use mostly rage faces in the comic). Memes in a comic are just comics dude.

To be blunt, that is like asking why people from the U.S. are called Americans rather than United Stateians.

Chances are they're called "ragecomics" because the first people who made a comic using those faces involved them raging about something. So people called it a "ragecomic" due to it's message rather than what was used to make the message.
