All TV programming has a decibel limit that they can go to. Movies and shows usually make some scenes quieter so the action/excitement scenes can be louder than scenes that are not as exciting. Commercials don't have that kind of structure so they can be loud the whole time.

they passed a law that made commercials have the same structure about a year ago.
