Babies, as quoted from the episode, "have strange surges in magic power." When fillies grow older, they actually get weaker until they learn to control it. She wasnt really able to control it most of the time; it was an off and on thing, with 'on' being the times during the episode when Pumpkin uses it.

Bohya (01/19/2012) [-] Am I the only one who thinks that they could have done a bit better on the baby pony designs? I don't find them anywhere near as cute as other people apparently do. They have freakish eyes, a head larger than their body, and are somewhat bipedal. I think they could have spent more effort on their designs - even if they are just babies.

their eyes actually make me more interested in them. they're unique, and they give the impression that they're still the eyes of babies, cloudy and full of wonder.
I usually dislike any instance of cartoon kids/babies (the CMC being an exception, i really dislike the rest of the fillies of MLP), but these babies were actually rather enjoyable to watch, I feel making their eyes look more realistic would have been a bit distracting.
I don't know, I'm just satisfied with their designs lol.
