He doesn't. The Joker's skin was bleached white, and his hair turned green when he fell into a vat of toxic waste.

Nolan tries to make everything as realistic as possible, meaning the joker didn't fall into any toxic waste in the film, it's makeup.

That's in The Original Batman Movie, and The Batman Comics. The Dark Knight had him wearing makeup. It looked more menacing when it was rubbing off due to him sweating.

The Joker from the Nolan films doesn't have the same back story as in the comic book, in fact, very few of the characters match up with their comic counterpart.

But anyway, yes, this is the Joker without his makeup.
