What if a giant ring that span the
entire earth was constructed on
top of poles so that it was a
completely perfect circle along
with the globe. Now, what if we
take away the poles and leave just
the ring? Would it fall or float?

This is stupid. It would float, but only if it was supported at an equal distance at all points and was perfectly uniform.
