The "this is the last one I am sending you today," means that that he's not sending any one else for the day.
1. Man one fakes to be blind and asks a random person to deliver the letter.
2. The victim, if nice, will take the letter to the butchers.
3. The note will tell them probably how many more he'll be sending.
4. After reading the note the butchers will take the victim into the house and kill them.
That girl happened to be the last victim for the day.
