Blind people can and do use computers. that's what things like Microsoft Narrator are for. ( http://en.wikipedia.org/wiki/Blindness#Computers)
The underlines aren't necessarily for blind people though. If one is really proficient in typing, you won't end up ever looking down at the keyboard. The bumps allow you to put your fingers in proper position without looking down. F and J are 'home keys'.

You can't narrate a graphical interface, which is what the majority of computers use. The only way that would work is if they used a text-based computer, but those went out of style decades ago.
