It's not the government that hurts from a raise in price like that. It's the people. On a long term scale, that's almost five extra dollars a month. May not seem like much, but if you're a single parent struggling to get by and the government decides what you make is just barely good enough to pay for your kid's lunch, every cent counts.

The USDA was planning on passing a bill with a strict health food regimen in school lunches which would have made lunches cost $10 instead of just around 3, anyway. So that's why congress freaked and made pizza a vegetable, anticipating expenses from lawsuits over the inordinate amount of money needed to spend to simply just having to pay that much money for every poor kid in America.
