But when you kill 99%, that doesn't mean it kills 99 bacteria. You have thousands on your hands, not 100. So you keep killing 99% of what's there. Theoretically it's impossible to kill 100% because the number will just keep getting smaller to ridiculous decimal points.

The percentage doesn't represent how much of a bacteria there is, but how many there are. 0.01% makes sense since if you have for example 10,000 bacteria, that leaves a 100. But yeah, eventually when you get to like .0000000000000000000012, it gets to the point where you just say that it's 0, but it's actually not. (like half-lives)

the reason .1% survive is because they have a natural immunity to the cleaner, thus using the cleaner twice will do nothing.

No. Say you've got 15,000 bacteria on your hand. After the 99.9% being killed, you're left with around 15 (maybe like 14.9). Then if you use it again, you'll kill 99.9% of 15 which is .015. Again: .000015. And so on and so forth. Theoretically, it's never going to end, same concept as half-lives.

The idea is that 0.1% of bacteria contain resistance genes. If they've been exposed to it already, the ones that are left are all immune, so using it again does nothing.
