Vacuum is when there is nothing at all, no atoms or any ****. Since we are on earth, there is air all around, so there is always air in the glass when it half full, The glass is half H2O and many gases such as 78.09% nitrogen, 20.95% oxygen, 0.93% argon, 0.039% carbon dioxide, and small amounts of other gases.

The glass is half filled with a liquid and half filled with a vacuum; With the idea that the term 'vacuum' is a placeholder for nothing, similar to 'zero.'

No glass is ever empty, it is always full. In this case it is half-water
