It doesn't say that, but I'm pretty sure it's a rough translation that reads "I tell un-truth" pretty much meaning "I lied" I'm planning on being an English teacher in Japan and China ^^

The first word there is "I". The second is an action word, like "说", which is basically to speak. The third word is. I guess to add a past tense kind of feel to it? The last word is just "Lie".

The third word is "Bu" which is a negative word, Chinese doesn't really have a past or future tense. It's just kind of implied when you say the date that you did the thing.
