If one were to have a mod that changes a character's appearance on tf2 (e.g. rainbow scout), does it alter how they appear to you, or does everyone see your character with its new appearance?

Ingame, every scout you see will be rainbow, but to anyone else, you will look like the default scout. Same with weapon mods and hat mods.
