I think you mean that they slowly evolve over a long period of time. ie, you can't just say "Oh, hey guys, I just made this new meme, Courage Cat, it's totally a meme and funny and you guys should use it".

A meme is an "idea" of sorts, that spreads around the internet over a long period of time. Ideas aren't planted into the collective mind of the inter-peoples because someone captions a picture and posts it on a humor website; the meme spreads through regular exposure, which in turn comes about as a result of a clever, original idea and a good deal of luck.

I don't consider this a meme just an image macro :D
