dementedllama (09/21/2011) [-] War is hell. It never has a good turnout. But war is natural, it's one of the many ways the human race is kept in check. It never "has" to happen, but it does, so we just have to sack up and deal with it.

An asshole soldier
A missile on a base that had civilians in them.
A massive shoot out between military and military and civilians running all over the place.
All the other civilian deaths are because of one, they have evidence that proves they are engaging in terrorist acts. Or two, if given permission, they can shoot anything that is a possible threat. So if a random civilian picks up a gun it's a threat.
