The conclusion we always reached was, there's a world of difference between looking and touching, as it were. If a girl is old enough to have maturely shaped breasts, then there shouldn't be any shame in enjoying the sight of them; now, actually trying something with a younger girl that could potentially be damaging is a different matter.
