You need to see both of these buildings together (the one on the left, too). It's the Asahi Beer company headquarters. The building on the left is supposed to look like a tall glass of beer and yes, this building is supposed to be a candle with a flame in the wind. It's pretty dorky but, compared to some of the other buildings in Tokyo...it's not too bad!
