I think the focus of Earth's gravity is more affected by the Moon's and the solar system's barycenter than just the Earth's slight flattening. Actually, wouldn't the gravity be strongest at the Equator where the Earth is widest, ie Earth's center of gravity?
I think this troll might be confusing Earth's magnetic lines with supposed gravitational parallels and the an assumption that rounder areas of an ellipsoid are where gravity is concentrated.

Actually, because you are farther from the earth's core at the equator (the earth is wider at the equator than at any other point) you would be less effected by gravity.
Gravity wells are always focused on the absolute center of mass, so, closer to the core, more gravity, farther from the core, less gravity.
How ever, unless you are talking at least a few dozen miles of difference (in distance between you and the core) it wouldn't make a difference. Hell, even then the effect would be minimal at best, non existent at worst.
I mean, the earth's gravity well extends at least twice the distance between the earth and the moon. If not three times that distance.

I think you have to push off with the same or greater amount force then what you are falling.
So going by that if you were stuck in a falling elevator and had rediculously powerful legs, you could negate the force that would otherwise kill you
