Pretty much just people who say their bi, with HUGE hair, that wear colorful extension and giant bows, and clothes tighter than hell that they bought from hot topic. They listen to techno and screamo and wear dark makeup, and are usually reeeeally fake and whore-like.

So they're basically the flamboyant unicorns of the emo world:3

It depends entirely upon who you ask.
Some, yes, are dumb, annoying, attention-seeking whores.
Some just like the look.
However, what 'scene' really is, or at least originated as, is a form of underground music, local to the area.
An area's 'scene' is it's local brand of music. (Local bands, performances, etc..)
A Scene chick or guy was someone who was aware of, and enjoyed their local scene.
Now it's become more of a social model, kind of like what hippies were in the 60s-70s.
Some still like the scene music; others just like the look. Some like both.

tl;dr- Music gone social.
