I believe I can settle this debate. Weight is a measure of the gravity from the affected object (the flag) to the affecting object (the moon). In this case, The flag's mass is too low to be truly affected by the gravity from the moon. Although the flag would remain in that position for a VERY long time, the top is supported by a pole that goes through the top of the flag.
