The center of mass of the hammer is at the head of the hammer, and the head of the hammer is on the other side of the table, therefore the center of mass of the system is on the table and it is balanced.

Actually, if you were to simply just put a hammer's head on a table with rest sticking out, it would still fall. The real center of mass is a few inches below the head. The real reason why this works is that the hammer is pushing up on one side of the ruler. This causes the other side of the ruler to push down with a force equal to the mass of the hammer, thus relocating all the force of gravity on that small portion touching the table.
