I just grabbed a clip a 3/16 drill bit and a bolt/screw small enough to fit but long enough to put in the drill . 2 lock washers and a matching nut as well. The rest is pretty self explanatory. Have fun.

What is a lock washer and matching nut?

A lock washer is a washer that helps lock the nut tight. It is pretty hard to take off without great force. It basically keeps the nut from unscrewing. A matching nut would be a nut that goes with the bolt/screw threads.

I imagined that. I wonder if it is applicable with other materials as a buffing item as opposed to a dish cleaning thing.

Of course it is. I would not use the clip for buffing though. It would make the surface of the pad uneven. THere are special made tools for buffing, sanding, grinding, etc for use with a drill.
