I know this is stupid and all, but what if you tie a cloth around your mouth, cover it with hydrophobic fluid, and attempt to breathe under water with it?

There are tiny pockets of air underwater. The only substance that doesn't have air within it are solids, because the molecules are packed so tightly together. Still, it's highly improbable that you would be be able to breathe underwater this way, because despite the presence of air, there is not enough for a being with lungs as large as ours to be able to breathe.
