He probably put it up on those before attaching the bumper/light assembly as it more than likely require fixings on the underside and that is easier to do on a raised vehicle.
He is still an idiot for not checking his clearance before hand.

you didn't answer his question. As in did he drive it up there, or put it on jacks then slid those underneath.

You drive up on those. Putting the car onto jacks and raising only the front or rear can lead to the car slipping even if it is in gear (do not ever try this). These types of ramps are for those occasions when you need access to the front or rear. If you need it higher then you either jack the car on one side (low angle, high angles carry the same risk as jacking up one end) or use a lift/pit to get underneath.
