I'm fairly positive it might actually be partly because of the way they catch said fish, they create a net of bubbles, to trap them in, and that could just be said bubbles, rising to the surface.

The whale you see there is a humpback, which has an even smaller throat. Genetic adaptation to their food source. They don't need a large throat, and therefor don't have one.

All that said, I don't think a baleen whale has ever swallowed a human. Ever. There's absolutely no documented cases I can find. Except for possibly Jonah (but even assuming that happened, it was likely either a Sperm Whale or a Whale Shark).
