Too lazy to recover my password... but, I have had this issue myself, and I found out that for some reason, certain ISPs format their IP addresses uniquely, and as such, they can be misinterpreted by sites that read country origin, such as YouTube. Even though I am in Texas, YouTube thinks I am in Canada! I contacted my ISP and they told me about what they do with their IP configurations in this regard and why it is sometimes confused. Not sure if this helps, but i tried D:
