If I remember right, they were designed as a "scorched earth" sort of weapon in case of invasion of the American mainland by godless communists. They were basically designed to cause as much damage to an advancing enemy as possible from as small a platform as possible.

the only downside is that the distance you can launce the warhead is shorter than the explosion/fallout radius of the payload. So its a pretty terrible design.

yea but according to wikipedia and other sources it can be used to launch them from a higher position (for example a mountain) without getting hit by the fallout.
still the weapon was unrelieable and was abandoned.
