Seriously. That kinda stuff happens all the time where the shore drops several feet then comes up and remains flat for about 10 feet or so to the point that you can walk across it.

It was a sandbank. Happens all the time, where the water will get shallow, even to your ankles, and then deep again before reaching the shore. You can tell that's what happened here, considering the sandbank was so high the water was only up to his ankles, yet right before that he was completely submerged swimming at a pretty fast pace.

Why the hell does he stop to put on flippers? That kid could have gotten sucked out by a rip current or pulled under in the minute it took him to put them on then waddle out there. The guards I work with would have gotten fired on the spot if one of the lead guards saw that.

story time bitches, approximately 7 years ago i was 12 and my lil bro was 8, went to dubai on vacation just dad and us, we went to this water park wildwadi .   
so there we were relaxing in the jacuzzi when lil bro says it is getting hot here and walk out to freshen up ,take note we both didn't know how to swim so we stuck to the small pools,so after a really short amount of time half a minute or less i think hes right and walk out to follow him. I see no sign of my bro anywhere and the place is open and there were a few people in the park that made easy to spot anyone,after glancing left and right i see a small flailing hand in the big pool, i rush there and pull my almost drowned brother out , as i was pulling him out I see this ripped lifeguard literally 15 meters away playing with some kids and splashing some girls.   
never trusted lifeguards again.

He really isn't as dumb as everyone seems to think. Beaches have sandbars all over the place. I remember walking into the water at Myrtle Beach and it was waist deep 10ft out, ankle deep 20ft out, chin deep 30ft out, and knee deep 40ft out.
