It's because the ones on the outside are moving faster than the ones on the inside.


So when you cover the slow ones, you only see the fast ones, giving you the illusion that they are moving faster.

If you cover the fast ones around the edges, you will only see the slow ones, giving you the illusion that they are moving slower.

It's slow at the beginning, then get's faster.
