Actually, when aiming long distance such as with a scope, you need to lead the target and take variables into account like bullet drop, and wind. Real life isn't CoD where the bullet hits exactly where the crosshairs are at the instant you pull the trigger.

Yup, and judging by the impact on the tree, the rifle used has a decent stopping power so there shouldn't be much need to compensate for distance or weather factors. Especially since they're in a forest and the guns man is on the same terrain level as Nicolas Cage.

In this movie the shooter was using an aim technique called "Tracker", where you follow your target with your aim, therefore the shooter have to aim in front of the target since it takes some time for the bullet to reach the target.... And he was running in that part of the movie...
