I always wanted to do something like this, only I was thinking of a bullet out of a train. Matching the train and bullet's velocities in the opposite direction would make the bullet appear to be simply falling to the ground from an observer on the ground.

..Then I would fire it in the train's direction and make it hypersonic.

Well, aside from the 680 MPH you can fix the rapid fall by having a bullet fired from the ground as the train passes. At that point from the train's perspective the bullet is simply levitating.
