It's a bubble. They dipped the frame into bubbles and then lowered it on top of the cat. Took me forever to figure it out the first time, but look at the frame. See how it kinda looks different? It's the same way a bubble looks when light hits it. There's a more scientific way to explain this, but fuck it I'm tired.
No, no, no. It's not a bubble or anything like that. It's all visual effects.
How you do it? Well, the original video was just a guy putting his cat through an empty frame. Afterwards, someone used tracking tecnology ( the program "Boujou" for isntance) and copied the picture of the cat and placed it into the frame which is in the video.
Easy as that.

okay as you may recall from seeing people with glasses or seeing a wacky mirror, a transparent thing such as glass or, in this case, a bubble, can bend light due to the curvature of the object.
since the bubble is headed downward, the surface is curved up. this allows us (at a certain angle of course) to be able to see the cat below it because the light is bent so that we can see straight down. from an angle.
TL;DR bubbles bend light and we can see the cat because of it.
