because certain users exploited the 5-downthumbs-in-12-hours rule by spamming the newest uploads with a shitload of stuff, so that they eventually couldn't get downthumbed anymore. so adm|n experimentally put a upload limit to counteract.

you have to wait 5 hours because some asshole reposts as much as he can and people will reach the maximum thumb down limit, so then all he can get i green thumbs.
so then all his reposts make frontpage and then he advertises his sites for money on those reposts
