Chemistry time:

Water is made from one oxygen and two hydrogen (H2O). Oxygen is an electron whore and wants them all to itself causing the covalently bonded hydrogen's electrons to orbit closer to the O atom. Oxygen also has two pairs of free electrons that sit up top, giving oxygen a bent shape. The O atom has a partial negative charge and the hydrogen's have a partial positive charge, making water a polar molecule.

The sand is made to be non-polar, meaning that it doesn't have and partial charges and is uniform.

The non-polar molecules don't want to interact with the polar molecules which creates a bubble around the sand.

tl;dr the sand doesn't get wet because of the molecule chemistry.

Dont try to seem smart. The answer is way easier than that. No, Its not normal sand. Its sand thats been sprayed with a water proofing spray, like what youd buy for your shoes. The makes the sand want to stick together into tubes like thta because the sand wants to have the smallest surface area possible, so that happens.
