so
basically theres this guy babidi i think thats his name
who basically manipulates beings
into following what he wants them to do by giving them strength
and basically to show his possesion over them, a M (Majin) like so appears somewhere
for vegeta, he had his M on his forehead
that pretty much covered it

Wizard guy thing trying to revive this guy named buu can kinda bring out power in you, and some such stuff--sorry, been awhile since i watched it--and that mark is left as a result. Vegeta purposefully let it get put on him so that he could fight Goku.
