I know I'm going to get thumbed down for this, but I'm gonna ask anyways.

Whats the best way to make animated gifs? Do you just take CTRL + Snapshot really fast of a scene and then put it together in photoshop? Or is there some software that will take a short video and turn it into a gif?

Just open the video you want to make a gif in some terrible video editing program, such as Windows Movie Maker. Cut out the parts you don't want, save the video and upload it onto one of those gif creating websites.
