It's because this guy is from Quebec, and in the original video he says "Une drill, un blé d'inde" which literally means "one drill, one corn". "Pas l'temps d'niaiser" is from another Quebec viral video, it translates to "No time to lose", the guy in this video was drinking Tequila and Heineken in the same time while saying that...
