CROSS the plane, as long as it goes past the line at the end zone it's a touch down it doesn't need to touch.

No that's if you catch a ball in the end zone. it's more than just in the end zone it applies to a normal catch as well, both feet must be inbound and you must have control of the ball during the catch, for a running play as long as the ball crosses the plane it is a touchdown.

Best they can do is give him an unsportsmanlike for taunting, but even then they generally score the play then enforce the penalty on the kickoff, although I don't remember this play, so I'm not 100% sure
