This is actually in the united states, its from fracking where oil companies extract gas from rock. The ground water picks up the gas and when you sink a bore to for bore water the water you extract is full of gas and without the pressure from under ground the gas leaves the solution.

OP says it's in Russia! Why would OP lie to us? This scene is actually from a documentary about how shale miners are leaking gas into the water supply of a town. And, as you can see, the water is flammable. Now I'm taking a shot of moonshine for ruining this post with facts. Aaaaand there goes my liver.
