as someone who can do exactly what is shown in that gif i will answer that. i learned that i could do it at a young age. it progressively got more and more flexible. i can bend my fingers further than the guy in the gif

I can lay my fingers parallel with the top of my hand, even to go so far as to touch the top of my hand.

Used to be flexible in my legs, but I grew a ton, and because the tendons being able to stretch so much, I'm rather tall.
