It has to be on 'purpose' and it's up to the ref to judge if it was a pass back made on purpose or not

fyi, Any other part of the body like head or knee or shoulder is fine to pass back

You are allowed to head it or chest it to them normally.

Technically here he didn't pass it. He was clearing it. The goalie caught it when it was being cleared. If he had it at his feet and purposefully passed it to the goalie. Yes, that would be a foul.

You can't PASS the ball to the keeper intentionally. By accident or unintentional balls do not count as a pass. The keeper can handle the ball if it comes from a clearence (like this one) or blocked, deflected shots.

You can pass to your goalie in the Premier League, which is probably which Arsenal were in, so its legit here. You can't pass to your goalie in FA run tournaments, UEFA, World Cup, Euro ec.
