It is never lazy to work smart instead of hard.

This is true, few day/weeks of mechanical work, vs a dog's lifetime of throwing a ball.

I've always thought the machine was mostly for when the owner was at work or otherwise unavailable, that way the dog could still be entertained and exercised even if no one was home. It's important for Dachshunds (dog in the gif) to keep their weight down or they have bad health problems.

This is indeed a possibility, I just assumed it was a permanent thing so the dog wouldn't need the owner to play, even if he was there.
