i think its because the dots at the center of the screen seem to move slower because they are coming directly at you, and it seems like all of the dots are moving at that speed, just at different angles. but when you can;t see that central dots, you only see the outer ones which are moving faster and your brain doesn't know that theyre coming in at different angles because you cant see the middle dots.
