2 Things:
1) Ash's Dad is dead. He was in the war, a duh. That's why there's so few adults in pokemon. Besides Jenny and Joy, they're all clones, so that was a non-issue. And the few adults who are alive are easily there due to some simple reasons, Oak has to stay behind for research, Giovanni was rich enough to avoid going to war, etc. And Lt. Surge just survived it.
