I can see everyone is confused. Let me explain what is going on.
1. The "Kid" is actually a mexican fighting midget, and his war cry signifies he is ready to fight.
2. The "Downs Syndrome" Guy is actually an ex luchadore, recently retired from his wrestler identity of El Stupido.
3. The midgets war cry reminds El Stupido of his glory days, greatly upsetting him. Old habits die hard, and so he responds to the war cry with a falcon kick to the groin.
4. El Stupido is old now, and has forgotten the rules. You can now have a tag team partner to jump in whenever you get hit. The mexican fighting midgets partner " Blackus Chickenus" jumps in with a punch that sends El Stupido to the floor.
5. The Mexican fighting midget and Blackus Chickenus are victorious.

This is what I'm getting from the comics, the man who kicked the kid is autistic and his caretaker didn't have time to explain before his father punched him in the face. Now for the people arguing that this isn't justice, I don't care if you're autistic, you don't kick children. If that was your kid would you let some stranger kick him and walk away? This is exactly how I would expect any parent to react.
